Larchmont's Streetscape on Hold Again

With frustrations mounting over procedural delays and what some residents are saying was improper use of a park for a construction staging area, the much-malinged, $1.7 million Palmer Avenue Streetscape Project has been suspended for the immediate future.

According to a statement on the Village of Larchmont's website, officials were frustrated by the Mt. Vernon-based DiMarino Brothers' performance.

"The village will not ignore failures to comply with the terms and conditions of the Project. To that end, the village determined to suspend all field work due to the contractor’s lack of such compliance."

At last month's Board of Trustee's meeting, Mayor Anne McAndrews addressed Pine Brook residents furious over a delay that pushed back the project to May 20; she said that additional documentation was delayed in being submitted to the village engineer and counsel. 

On June 10, additional residents appeared before the board with a new set of grievances, which included anger over the temporary removal of a swingset in Pine Brook Park in order to install a fence for trucks to turn around in as well as the village's plans to remove several trees that a local business owner said were healthy. 

Larchmont board members did not respond to questions from the Larchmont Patch regarding next steps for the project.  Sidewalks and parking have been reopened in the area.

The original timeline for the Streetscape's completion was the end of November; it is unknown how long the suspension, or potential weather complications, will further delay the estimated end date. 

The only comment that was made regarding the future of the project was on the village's website.

"The village, its attorneys and its engineers continue to pursue a resolution to insure that the Streetscape Project will be completed properly, safely, and in a timely manner."
