Village of Mamaroneck Bridge Construction Update

Bridge construction update: Jefferson Avenue Bridge

The Village of Mamaroneck has been continuing to work with the engineers and contractors on the Jefferson Avenue Bridge project.  The public should be aware of the progress over the past six weeks, and what the government review and approval process requires of projects such as these.

  • The Jefferson Avenue Bridge has a new water main within the road going across the river.  Our Engineers submitted the design during the first week of June to the Westchester Joint Water Works (WJWW) which runs the Village’s water system.  The WJWW performed an expedited turn-around and sent the approved plans to the Westchester County Health Department (DOH).  The DOH approved them officially on June 23rd after an approximate two-week review process.
  • The water main, once installed, had to be completely cleaned and sanitized in accordance with County and State drinking water standards, which was performed this week, with the bacteria samples sent to the County DOH at the end of this week.  
  • Once the bacteria samples are cleared and okayed, early in the week of July 14th the water main can be put into service, and the curb, pavers, sidewalk and road work can be finished.
  • We are presently scheduling the Jefferson Ave. paving work to take place the last week in July.
  • We have been notified by the New York State Department of Transportation that the design by the engineers of the railings over the bridge does not meet pedestrian safety standards, and the railings will have to be adjusted to meet proper heights for pedestrian safety.  That will be done before the bridge is fully completed, but will not delay putting the bridge into service and restoring traffic across the bridge.  Either the railing will be retrofitted, or proper safety measures will be implemented until they can be.
  • After the bridge is put into service, we will need to take care of finish and repair work for some adjoining property owners on both sides of the river.
  • We anticipate the bridge should be ready for traffic sometime in early August, depending on the weather and provided there are no further delays or regulatory issues.
The Parkway culvert over Beaver Swamp Brook – Traffic Advisory

The Village of Mamaroneck became aware a few months ago of roadway damage and undermining at The Parkway culvert/bridge over the Beaver Swamp Brook, right by East Boston Post Road.  Upon investigation by the Department of Public Works, they discovered a significant portion of the road had undermined and caved in.  At that time, the Village declared an emergency for the public health, safety and welfare, to repair the collapsing culvert over the Beaver Swamp Brook, underneath The Parkway.  Structural engineers from Woodard and Curran, in conjunction with the contractor ELQ, are on the job to effect the repair.At this time, the work to demolish the collapsing portion of road is complete, and the next phase of work will start Monday, July 14, 2014.  Woodard and Curran and ELQ are coordinating the installation of the culvert which will begin Monday, and which will require a full lane closure of The Parkway at East Boston Post Road, during daytime hours for the entire week.  
  • One full lane of the road will be closed to traffic, on the river side or west side of the road
  • Traffic into The Parkway at East Boston Post Road will be restricted to flag-men
  • Traffic out from The Parkway will be coordinated by flag-men with incoming traffic
  • To avoid delays at the intersection of The Parkway and East Boston Post Road, we recommend traveling into and out from Shore Acres neighborhood via South Barry Ave.
