Driver From TZ Bridge Chase, Upper Nyack Crash Charged

One of the injured troopers was stationed in New Rochelle.

New York State Police took Carlos M. Soto, 39, of New York City into custody after he was treated for cuts to his head Monday at Nyack Hospital.

Soto led state police on a chase from Greenburgh in Westchester County over the Tappan Zee Bridge and into Nyack, finally stopping when he collided with a State Police car in Upper Nyack Monday afternoon. Read more about the chase and his arrest here

State Police released the names of the two Troopers injured during the chase and apprehension of Soto Tuesday. Both Troopers were taken to Nyack Hospital, where they were treated and released Monday.

Sgt. William Collins of Troop T SP New Rochelle sustained injuries to his shoulder and knee when Soto struck his patrol vehicle head on. Collins had been driving. 

Trooper Miguel Osoria from Troop T SP Tarrytown suffered injuries to his hand and when Soto violently resisted arrest and attempted to grab Osoria's gun. 

After his release from the hospital, Soto was taken to SP Tarrytown and charged as follows: 
  • Reckless Endangerment in the 1st Degree; D Felony 
  • Assault with Intent to Cause Physical Injury in the 2nd Degree; D Felony 
  • Criminal Mischief in the 2nd Degree; D Felony 
  • Driving While Ability Impaired by Drugs 
  • Fleeing a Police Officer in a Motor Vehicle; A Misdemeanor 
  • Criminal Possession of a Controlled Substance in the 7th Degree; A Misdemeanor 
  • Resisting Arrest; A Misdemeanor 
  • Assault in the 3rd Degree; A Misdemeanor 

After his arraignment, Soto was taken to Rockland County Jail. He will remain there pending further court proceedings. State Police also released a photo of Soto, which is attached to this report.
