10:10PM: Many school districts across the region are canceling or delaying school for Friday, Feb. 14. Here are the details, as of 10 p.m.
  • Bedford: Two-hour delay
  • Briarcliff: Three-hour delay
  • Bronxville: 10 a.m. start
  • Chappaqua: Three-hour delay
  • Croton-Harmon: Three-hour delay
  • Dobbs Ferry: Two-hour delay
  • Hendrick Hudson: Two-hour delay
  • Katonah-Lewisboro: Winter recess, but three-hour delay for administrative and support staff
  • Ossining: Two-hour delay
  • Peekskill: Two-hour delay
  • Pleasantville: 10:45 a.m. start
  • Scarsdale: Two-hour delay
  • Somers: Three-hour delay
  • Tarrytowns: Staff development at 10 a.m. (no students)
  • White Plains: Decision will be made at 5:30 a.m.
  • Yorktown: Three-hour delay
The National Weather Service is calling for a chance of snow Friday morning, with sunny skies later in the day and a high of about 38-degrees. Snow is likely on Saturday, as are cloudy skies and a high of about 34-degrees, according to the agency. The area could see one to two inches of accumulation. There is a slight chance of snow Sunday.

4:42PM: The National Weather Service says heavy snow will continue tonight, but will begin to taper off from south to north through the morning hours on Friday. Warmer air streaming in off the Atlantic should keep most of the precipitation as rain for coastal New England, with some mixing in of sleet or freezing rain possible.

3:20PM: From the New York State Police: 

State Police have closed Interstate 84 to commercial traffic from the Connecticut state line to the Pennsylvania state line. The decision to impose the ban is not taken lightly.
Conditions on the roadway have deteriorated resulting in two jack-knifed tractor trailers on Greenville Mountain.
In the interest of safety for everyone on the roadway and after consultation with the State Department of Transportation it became necessary for a ban to be put in place. As soon as conditions permit, the ban will be lifted.

1:54PM: MTA Metro-North Railroad announced it will begin hourly service at 4 p.m. today due to higher-than-predicted snow accumulations of up to 18 inches in its service territory. Metro-North may need to further reduce or suspend service on some portions of its territory if conditions warrant.

Just a third of Metro-North Railroad customers took trains to New York this morning. The railroad’s service plan provides sufficient capacity to get everyone home. The current 75% reduced schedule remains in effect until4 p.m. Changing weather conditions may lead to additional trains being combined.

Metro-North will rely heavily on its diesel fleet. Snow blowers and patrol trains are operating to clear the tracks, but higher-than-predicted rates of snowfall have the potential to affect service.

12:55PM: The National Weather Service has issued a Special Weather Statement for several areas, including Northern Westchester, Putnam and Rockland. It states:

"Heavy snow with near blizzard conditions will continue to impact the lower Hudson Valley and Southern Connecticut through the early afternoon. As of 11:13 a.m., a band of heavy snow with snowfall rates of two to four inches per hour will continue to sit over the area through the early afternoon. Snow will gradually mix with or change to sleet from south to north during this time period. An additional three to six inches of snow are possible through the early afternoon. In addition, wind gusts of 30 to 40 mph are expected, resulting in near-zero visibility. Travel is not recommended through the early afternoon. motorists should exercise extreme caution."

12:34PM: County police say a section of the Bronx River Parkway in the vicinity of Crane Road in Scarsdale will be closed to traffic for several hours this afternoon for snow removal.

The closure will begin at 1 p.m. and could remain in effect until 3:30 p.m.

Due to a bridge construction project, the parkway is currently limited to only one lane of travel in each direction, making snow removal difficult.

Traffic traveling southbound on the Bronx River Parkway will have to exit at Crane Road. Traffic traveling northbound will have to exit at Harney Road. Motorists are advised to use Route 22 as an alternate means of travel in that area.

SNOW TOTALS: The latest from the National Weather Service counts 9.5 inches of snow in Hastings-on-Hudson (as of 10:40 a.m.) and 5 inches in White Plains (as of 9:14 a.m.)

11AM: MetroNorth is reporting 15-minute delays on the Harlem, Hudson and New Haven lines.

10:55AM: Some government offices originally scheduled to open on a delay will be closed today (Thursday, Feb. 13). Here are some updates on city, town and village offices around the Hudson Valley, as provided on municipal websites Thursday morning:
  • Town of Bedford: Offices are closed.
  • Town of Cortlandt: Offices are closed. 
  • Village of Croton-on-Hudson: Offices are closed; Thursday and Friday recycling to be picked up Saturday, Feb. 15.
  • Town, Village of Harrison: Offices are closed.
  • Village of Larchmont: Pending weather conditions, offices slated to open at noon (as of 10:50 a.m.). The Joint Sanitation Commission has announced that garbage pick-up is canceled for today (Thursday, Feb. 13). Garbage will be picked up on Friday, Feb. 14 curbside only. No garbage will be picked up unless it is on the curb. Please note Monday, Feb. 17 is President’s Day and there is no garbage pick-up because of the holiday.
  • Village of Mamaroneck: Offices are closed; garbage pickup is canceled.
  • Town of New Castle: All garbage missed today (Thursday, Feb. 13) will be picked up Friday, Feb. 14. Court has been canceled.
  • City of New Rochelle: Garbage/trash pickup has been canceled for both Thursday, Feb. 13 and Friday, Feb. 14 as crews focus on snow removal. With no Monday collection due to the President's Day holiday, the next garbage/trash pickup will be Tuesday, Feb. 18 in the North end and Wednesday, Feb. 19 in the South end.

    To facilitate snow plowing, residents should relocate cars off street where possible and not throw snow back into roadways when shoveling out. Assist the fire department by clearing fire hydrants near home or business. Please avoid unnecessary travel and exercise caution. In the case of power outages, please call Con Edison directly at 1-800-75- CON ED (1-800-752-6633).

    The Hugh A. Doyle Senior Center may be closed Thursday so call ahead for hours of operation 914-235-2363.

  • Village of Pelham: Garbage collection on Commercial District rescheduled for Friday, Feb. 14. Due to the inclement winter weather forecast for today, all regularly scheduled bulk, garbage and recycling village-wide pickups have been postponed one day and will be picked up on Friday, Feb. 14, along with regularly scheduled Friday pickups.
  • City of Peekskill: Offices are closed.
  • Village of Pleasantville: All activities scheduled for today (Thursday, Feb. 13) at the Recreation Center and Clinton Street Center have been canceled. Also, administrative services at Village Hall will be limited according to available personnel.
  • Village of Port Chester: A state of emergency is in effect through 6 p.m. Friday, Feb. 14.
  • The Town of Rye: Tips from ConEdison are available here.
  • Village of Scarsdale: Please be advised that due to today’s inclement weather, the scheduled rear yard collection of garbage and recyclables for the Monday/Thursday collection route will occur curbside only, later today, based on road conditions.

    Monday/Thursday residents who are able to bring both their garbage and recyclables to the curb should expect their collection later today (Thursday, Feb. 13). If bringing your items curbside is not an option, the department will return to your home next Tuesday, Feb. 18, according to the published schedule.  Rear yard collection will resume to residents who provide a clear path to your garbage and recyclables.

  • Town of Somers: Offices are closed; town board meeting is canceled.
  • Village of Tarrytown: Court is canceled.

10:45AM: Governor Andrew M. Cuomo declared a state of emergency for the Mid-Hudson, New York City, and Long Island regions as a Nor’Easter storm continues to impact parts of the State. Critical resources normally restricted to State use will be mobilized to assist local governments and laws and regulations that would otherwise impede their rapid response are suspended.

“These regions are expected to continue to receive heavy snow that may accumulate at rates of around two to three inches per hour, which will make it difficult for plows to keep some roads clear," Cuomo said in a statement. " New Yorkers should stay off of the roads and remain in their homes until the worst of the storm has passed.”

10:35AM: All Mount Kisco Medical Group offices, including urgent care facilities, are closed.

Southern Westchester has eight inches already, according to News12 broadcasts.

10:15AM: Bee-Line buses are running with 45 minute delays.

9:45AM: Bee-Line buses and Paratransit vehicles are running with approximately 30 minute delays.

9:36AM: Intrepid commuters and the folks plowing the roads are cleaning out the Dunkin Donuts in Chappaqua, reports manager Annie Lange. They'll be closing at noon.

9:00AM: 2 inches of snow fell in the 8 o'clock hour in Yonkers, Channel 12 reports.

8:55AM: DMV road and knowledge test appointments are cancelled for today because state offices are closed.

8:05AM: "The trucks are plowing and we have plenty of salt—that's not an issue," said County Executive Rob Astorino, speaking from the Westchester County Emergency Operation Center. "We're just concerned because we're expecting not only a lot but also very heavy snow. That could cause a problem, potentially, with power outages as it accumulates on wires and trees. That's what we're monitoring very closely."

Yorktown Highway Superintendent tells News 12 that it takes 4 hours to plow the whole town; in a storm like this one, another 4 inches of snow will be on the roads by the time the plow comes back.

Metro North is running a reduced service on the New Haven, Harlem and Hudson lines.

6:45AM: Bee-Line buses and Paratransit vehicles are running with approximately 20 minute delays.

These routes are traveling on standard snow detours:

Routes 8 & 32-avoiding Nodine Hill. Detour will travel on Nepperhan Ave. between Elm St. and Walnut St.

Routes 13 & 19-no service to the Ossining Railroad Station. Service will start and end at Spring St. and Waller Ave.

 Route 16-no service to Strawberry Rd. and Lexington Ave.  Bus will operate on Rt. 6 instead.

Route # 30–no service on Stone Ave. and Fortfield Ave. in Yonkers. Bus will travel on Lockwood Ave. and Mile Square Rd. instead.

Route 60- no service on Bryant Ave. or Old Mamaroneck Rd. Bus will remain on Mamaroneck Ave.

6:45AM: The Westchester County Airport is open.  In inclement weather, passengers are urged to contact their airlines or check flight status before coming to the airport in case of potential delays or cancellations.

Governor Andrew Cuomo has ordered activation of the State Emergency Operation Center to monitor the storm.

All specialty vehicles in the State Police’s fleet, including four wheel drive vehicles, have been prepared for emergency response use. All emergency power and communications equipment has been tested.
