Mamaroneck Village Reminds Residents, Businesses About Clearing Sidewalks

From the Village of Mamaroneck:

The Snow-storm of January 2 to 3, 2014 is finished, and the Village of Mamaroneck's clean-up efforts are continuing in full force.

Recycling Cancelled:
Due to the severely low temperatures, and the conditions of the roads in the early morning hours, Recycling is cancelled for today. Please take back in your commingled recyclables and paper and cardboard. Regular recycling will take place next week. All the Village's road and street-clearing crew efforts are focused on cleaning roads, sidewalks, parking lots and parks areas as the top priority. The next recycling day will be Wednesday, January 8, 2014. We apologize for any inconvenience that may have resulted because of the storm.
 
Snow Clearing:
Crews worked through last night and into today. All available workers are on clean-up, and are being rotated to provide for safety and proper rest for the workers.  While there have been routine equipment and plow maintenance issues (e.g. broken plow blades or other similary truck and snow plow repairs), all our equipment is in good working order and crews will continue to remove snow around the Village.

For perspective, all of the regional highways and parkways are still in the process of being plowed and salted to be safe and passable.

Snow clearing takes place in order of priority:        
1. Major Roads and thoroughfares are top priority for reasons of public health, safety, welfare, and access and travel of emergency vehicles and equipment. This includes primary roads such as Boston Post Road, Mamaroneck Avenue, Palmer Avenue, Halstead Avenue and other similar roads.        
2. Secondary and through roads, including roads around schools take second priority.        
3. Third priority is smaller roads with less traffic circulation and dead end streets.
Snow clearing will continue through today, and into the weekend, to make all roads safe and clear.

Residents and business owners are reminded about snow removal laws and regulations that apply as follows:

Village Code Streets and Sidewalks, Chapter § 296-1. Removal of snow, ice and other materials.  
A. Any owner, lessee, tenant, occupant or other person having charge of any building or vacant lot of ground within the village limits abutting upon any street where the sidewalk is paved shall, within two hours after snow ceases to fall or after the deposit of any dirt or other material upon said sidewalk, remove the snow or ice, dirt or other material from the sidewalk and gutter, the time between 9:00 p.m. and 7:00 a.m. not being included in the above period of two hours.
B. In case the snow and ice on the sidewalk shall be frozen so hard that it cannot be removed without injury to the pavement, the owner, lessee, tenant, occupant or other person having charge of any building or vacant lot may, within the time specified in the Subsection A above, cause the sidewalk abutting said premises to be strewn with ashes, sand, salt, sawdust or other similar suitable material and shall, as soon thereafter as the weather shall permit, thoroughly clean said sidewalk.

Furthermore, all residents and businesses are reminded and urged not to snow blow, shovel or plow snow into the streets. It is dangerous, and creates a hazardous condition for plows and other drivers. Additionally, if snow is thrown or plowed back into streets the Village has already plowed and salted, the temperatures tonight will cause the snow to freeze into ice causing a severely hazardous condition.  

Tonight's temperatures will be dropping into the single digits, and possibly approaching zero degrees Fahrenheit.  We encourage everyone to plow and clear all snow and ice during the day to take advantage of the sun and warmer temperatures before the deep freeze.

Regional Report:
Transportation:

• Westchester County Airport is open. Due to inclement weather, passengers are urged to contact their airline before coming to the airport in case of potential delays or cancellations
  
• Numerous cancellations on both Arrivals and Departures to/from HPN
• Amtrak Acela Express and Northeast Regional service will operate with reduced frequency.  Amtrak Empire Service is expected to operate a normal schedule
• Today, all MNRR lines (Hudson, Harlem, New Haven) will operate on a Saturday schedule and about 60% of normal service (depending on time of day)
• No major road closures have been reported in Westchester County. There is a Speed Restriction on the Tappan Zee Bridge.
• As per Westchester County Police:  Snow accumulations are resulting in hazardous driving conditions on the following County roadways, however the roads remain open

• Bronx River Parkway
• Saw Mill River Parkway
• Hutchinson River Parkway
• Cross County Parkway
• Playland Parkway

Utilities:

• All Con Ed Feeders are in service. Con Ed is not predicting widespread power outages due to weather. Notification to sensitive customers was conducted
• Con Edison has augmented staffing in electric and gas operating regions

• Putnam-Northern Westchester BOCES, Southern Westchester BOCES and the Westchester Community College are closed today
