League Of Women Voters Debate Part I: County Legislator
In a three part series, debates for candidates for County Legislature, District 7, Mamaroneck Village Mayor and Trustee and Mamaroneck Town Council will be covered in the Patch.
Attendees packed the Town of Mamaroneck’s courthouse last night for the League of Women Voters (LWV) of Larchmont-Mamaroneck’s debate between candidates running for County Legislature District 7, Mamaroneck Village Mayor and Trustee, and Mamaroneck Town Council.
Erin Malloy, a former LWV of Westchester County president and former mayor of Irvington, moderated the debate. All participants gave an opening statement and were then presented with questions from the LWV and the public. Each segment concluded with a closing statement by each candidate.
Starting off the discussions were the candidates for County Legislature, District 7, which includes Mamaroneck, Rye, Larchmont, part of New Rochelle and part of Harrison. Running on the Democratic, Independent and Working Families party lines, incumbent Judy Myers battled newcomer and Rye Councilwoman Suzanna Keith, who is running on the Republican and Conservative lines.

In response to the LWV’s question regarding the county’s role in floodwater mitigation, Myers said she believes that the county could provide the assistance, funding and know-how to the 45 municipalities falling under it’s umbrella as a regional provider of floodwater mitigation. “I believe Westchester County is in the perfect position to provide a regional solution to the problem,” she said.
Keith implored not only the county, but also federal and state governments to pitch in as well to assist municipalities already stretched thin, with flood mitigation.
“Since 2007, has anything really changed,” she asked rhetorically, referring to the Nor’easter that devastated Mamaroneck and the county’s response to the aftereffects.
Both candidates were then asked to give their opinions on the U.S. Department of Housing and Urban Development’s (HUD) attempt to broaden the county’s agreement on affordable housing. In 2006, an anti-discrimination group brought a lawsuit against the county for, as they alleged, accepting federal housing funds and failing to create the required fair and affordable housing that was a condition of accepting the money. As part of a $63 million settlement reached in 2009, the county is required to construct 750 units of affordable housing in 31 towns with a predominately white population.
HUD has repeatedly rejected components of the county’s annual reports and suggested their measures have not been aggressive enough to meet the stipulations of the original agreement.
“I’ve always been for affordable housing,” said Keith, who said it was imperative to offer low-cost alternatives to keep people from fleeing the state. But, she did not believe that the county did anything wrong to cause HUD to further broaden the agreement.
And, she added, “The current incumbent wrote a blank check for the community.”
In rebuttal, Myers said, “I would like to set the record straight-I saved Westchester taxpayers close to $500 million in penalties.” Furthermore, she said, a letter from the U.S. Justice Department capped the settlement at $51.6 million.
Addressing some of the negative associations she had heard attributed to affordable housing like “social engineering” and “forced integration,” Myers said, “I feel that this rhetoric borders on racist.”
Following that, the next question, from Keith campaign volunteer Donald Sutherland, asked both candidates to pick the best action that legislators could take to be most beneficial to the county in the next two years.
“To make sure we come through this very difficult time intact,” said Myers, adding that the best thing they could do would be to override vetoes.
Focusing on county finances, Keith said to make the county affordable for the long-term, it would be imperative to ask county workers to contribute to their healthcare expenses.
“All we’re asking is equity and fairness,” she said.
In summary, Myers said that although Westchester and the Sound Shore communities will continue to face challenges, she would, “continue to make tough decisions to reduce taxes as I did this year while maintaining public services.”
Accusing Myers of voting 247 times against taxpayer savings, Keith said that, “People are tired of experience-they want solutions.”
“I will not be a rubber stamp for Astorino,” she said.

I'm alittle more than freightened when Judy Meyers states, "the best thing they could do would be to override vetoes" in the next 2 years.
So basically she favors Westchester's current high tax rate and would be willing to spend and tax more if allowed. With that in mind, how can anyone vote for her? Why would anyone want to give more power to Jen Jenkins?

You're a little frightened when this is exactly what Judy Myers has been doing for the past year? Hey, it's all about making sure Boss Jenkin's base is served to maximize his chances at beating Rob Astorino in the next County Exec election. Of course, if the voters get hurt, who cares. That's how I interpret Judy's response to the question. Elected office over Voters. Nice going.

Elected office over voters? How about elected office over children? Wasn't Suzanna Keith supportive of the Rye teachers union in their ugly assault on our school board? The candidates Suzanna Keith supported - who ran as a union puppet slate to sabotage our school board when they held the line on salary and HEALTH BENEFITS - criticized you publicly didn't they, Bob? They also attacked your colleagues on our school board -- Josh Nathan, Laura Slack, Ed Fox, George Cady and Young Kim, didn't they? They are good people and did not deserve that public abuse over unreasonably high contract demands but they withstood it to protect our schools from a skyrocketing budget.
Paying a fair share of health benefits was an issue. Suzanna Keith looked the other way on the health benefits issue then because she wanted those 400 or so votes that the union slate received - out of the thousands of Rye citizens who voted. Four times as many voted to support our board -- meaning they supported our schools and our children. Not Suzanna Keith - no, she wanted those union backer votes so she said she was "neutral" on salaries and health benefit contributions by union employees. Of course I was at Midland School every day so I know otherwise.

Gee, Charmian, I can't say about Suzanna. But I can say that Judy has consistently voted against the best interest of current and FUTURE voters (aka students) to try to extend her stay in office.

Really, Bob, you CAN say about Suzanna Keith. You were there and you saw her and her cabal at work on their dismal failure of an effort to hijack the Rye City School District Board of Education. You are carefully dancing around the truth because it does not benefit your candidate Suzanna Keith, yet you don't want to lie.
You've decided it's so important to get Judy Myers out of office that you will write in support of Suzanna Keith. I've decided that under no circumstances should Suzanna be rewarded with a sinecure after the shameless way she behaved toward our friends and colleagues and neighbors here in Rye when she backed the union's efforts to pack our school board to settle their contract in their favor. Children with Autism were thrown in by the union to stir up resentment about the high cost of educating them, remember that, Bob? Remember the disabled children being pilloried? I do.
No fiscal conservative would want a public employee union to run their school board. Did Suzanna not know or not care? Either answer is reason enough to keep her away from the county board, moral issues aside.
Anyone from Harrison or Larchmont or Mamaroneck or New Rochelle who is interested in this subject does not have to take my word for it. Josh Nathan, former Rye School Board President, and Laura Slack, current Rye School Board President, are listed in the phone book. Ask either trustee where Suzanna Keith stood in 2009 on this issue.

Nope, Charmian. I can't say with any degree of certainty or objective proof. You're trodding old ground as we've already had this exchange. And repeating the same opinions does not convert them to facts.
It seemed (and still does) that there was a group in Rye actively supporting the RTA's effort to elect candidates to the Rye City BoE who would be easier in negotiations than the then sitting Board. Fortunately for the tax payers and students, this attempted act of appeasement failed.
To accuse someone of having actively worked on behalf of the RTA because they were not willing to speak out at a BoE meeting is going too far. You and I are more than willing to share our opinions in public. We both have strong sense's of self and are comfortable with others not agreeing with us. Not everyone is made of such stuff. This has now devolved into a case of [can't resist] "He said. She said." You have your opinion. I have mine.
From my perspective, Judy is the issue with her consistent, unquestioning support of Boss Jenkins and his pursuit of personal and democratic party power in Westchester County. I will be pleased when the voters see the backs of both of them as their pandering to government employees and other special interests is ruinous for the tax payers. We should all vote for their opponents. Unfortunately, only Judy Myers is up for termination.

Now, Bob, you enjoy repeating your opinion about Judy Myers again and again and again. Every time you do you can fully expect me to point out that Suzanna Keith worked to undermine you as a school board member. Apparently you've forgiven her, but I haven't. You're my friend after all and I'm loyal despite your inexplicable Vichy French persona these days.
There are opinions and there are facts. It is my opinion that her lack of character during Rye's ugliest moment disqualifies her from serving as our legislator. It is a fact that she did not take a stand.
Thank you though, for finally admitting Suzanna was not willing to speak out at the Board of Education meeting in question. The other PTO presidents supported the board, as well as many Rye citizens from all political parties who were disgusted by the public abuse our board members endured from the teachers union and their supporters.
And Bob, the "more than willing to share our opinions in public thing", while true, also applies to Suzanna Keith. Wait, maybe you're right on that one point. She's more than willing to share the GOP talking points in public. When she veers off the script, she embarrasses herself. Remember the coyotes and the helicopters? The tools in her toolbox?
But she's gone negative on Judy Myers in a big way so you can't excuse Suzanna by characterizing her as reticent.
Does it bother you that she was dishonest and tried to say PTO guidelines required her to stay neutral? Just wondering. ; )

Charmian - my "opinion" about Judy Myers is based on the observed, documented fact that she has a.) voted to sustain all of Boss Jenkin's overrides of Rob Astorino's vetoes; b.) voted to re-instate 30+ section 8 contract supporting personnel who no longer had jobs because the contract had been terminated. Seems to me like those are pretty concrete, verifiable critiques of her term in office. I've yet to see / hear from Judy Myers a reasonable explanation for either behavior.
I have not said why Suzanna (or anyone else for that matter) chose to not speak at a school board meeting about the RTA. Few chose to speak - for or against – other than active, visible RTA members and their appeasers. I do not know why. For you to say I have admitted that Suzanna was not willing to speak is incorrect. I do not know if she was willing or not. Any ideas why other leading lights in Rye did not speak up? I think your logic has failed on this point. Let it go.
In terms of negative campaigning, my preference is to run a "race for the top" [sorry for the unfortunate reference to a federal program of mixed results]. This is particularly important when a successful candidate must work with those [s]he has criticized. [Thanks for a former Board member for this advice]. However, it is sometimes necessary to draw out the inadequacies of an opponent.

Voters in Larchmont and Mamaroneck, as well as Harrison, need to know that Republican/Conservative candidate for county board Suzanna Keith supported a UFT backed takeover attempt of the Rye City School Board that made the Journal News http://www.ticketofexperience.com/Our_recommendations_in_Rye___lohud_com___The_Journal_News.pdf
She wanted the votes of the small minority who supported the union attempting to takeover our school board so she "stayed neutral" publicly while working through her PTO to elect a Midland School based slate of union controlled candidates.
Fortunately for Rye, and our schools and our tax payers, Suzanna and the UFT failed.
For all her talk about County taxes and the 16% they've increased under Judy Myers –the fact is PROPERTY TAXES are increased exponentially more by SCHOOL TAXES. Suzanna Keith was willing to let the UFT take over our school board to grab up less than 400 votes for herself. Our school taxes would've skyrocketed.

The union was defeated, Suzanna Keith was defeated, but that didn’t stop her attending the election night party where we celebrated our board winning by a landslide against the union backed onslaught. The Rye paper reported that land slide.

You were at that party and you, like everyone else, found it amusing, but typical of Suzanna, that she sat there at the Killian's bar when we all knew she was working to undermine our schools – and she knew we knew.
Suzanna Keith is dishonest about that night and the months leading up to it because it proves she's not a fiscal conservative. – She’s just an opportunistic candidate who will say anything to win. No true fiscal conservative would back a teachers union taking over her school board.
I expect her to try to gloss over what really happened. I don't expect you to help her.
The County Board could not do as much damage to Rye property owners' taxes if they tried! A teachers union packing a school board to settle their contract? And Suzanna Keith supported them? What was she thinking? Did she not know the consequences of her actions or did she not care?

All voters need to know that Charmian has no proof of her assertion. She is taking the lack of vocal opposition as "proof" of support. Given the large number of people who said nothing, one could conclude that the majority of Rye residents supported the RTA. But given the loss of all of the RTA's supported candidates, that would also seem to be a mistake.

Suzanna Keith was the PTO co-pres at my son's school. I saw her campaigning for the teachers union in their power grab. She wasn't the only one - just the only one now running for office as a fiscal reformer - which is comical. I witnessed her behavior Bob. I saw the petitions and was asked to sign. I saw the articles on the front desk in the office. That's proof enough.
You sure changed your tune about Suzanna. I haven't. I guess it's more important to you to win a Pyrrhic victory than I would've imagined. You have to live here in Rye and face all the people Suzanna undermined the day after Election Day. Your former school board colleagues will back me up on this, not you.
Suzanna Keith with her calculated grab for votes participated in ripping apart our community along with the teachers union. I guess what we all saw with our own lying eyes isn't "proof" by your standards. You want Suzanna to win that bad. Call the local GOP - they'll appreciate that you've come on over to their "team".

I cannot wait for this video. Is this the debate where Suzanna Keith says people are tired of experience and the audience laughed at her? Or was that another public appearance where she deviated from her script and made nonsensical remarks?
We're used to it in Rye.
Wait till Mamaroneck and Larchmont voters find out about the COYOTE questions. She didn't have Don Sutherland around to talk for her then so she'll have to try to "refudiate" her remarks some other way.
OK 1 2 3 lets wait for the Rye Republican/Conservative Party to jump in pretending they're just regular people who know Suzanna.

Will someone ask Suzanna Keith if the City of Rye did or did not issue a violation for illegal work on the Republican mayor Doug French's rental property? She is a councilwoman and has access to accurate information so she would know. Doug French says it's just an attack from Ray Tartaglione because the mayor won't enforce environmental laws on Hen Island in the Sound - but didn't the husband of the former Scarsdale Republican leader write a letter saying the Island is polluted or something like that?
Is that true? Ask Suzanna. I know Ray supported Suzanna and Doug when they ran together, and they welcomed his support, because I was on the other side supporting the incumbents.
Now that our City has encountered so many new problems under the French/Keith GOP majority, even sandbagging friends on the Rye School Board who were attempting to hold a vote - yes or no - on a construction bond, I wonder if some people are rethinking their support for such inexperienced and naive candidates.

The City of Rye did issue the violation and Suzanna refuses to ask questions as any responsible council person should. Why reward anyone, with any political position, for not speaking up?

On July 1st, 2011 the Rye City Building department issued violation number V0000758 to the owners of 13 Richard Place, Rye New York. The violation lists “building without a permit” as its reason. According to 2011 City of Rye Assessment Rolls, 13 Richard Place is designated as a two family home – with an unfinished attic – and no record of improvements of any kind since 1949.
Yet in a newly public sale listing 13 Richard Place is described as a one family residence featuring new skylights, a new eat in kitchen, a new “electric box upgrade” installed in 2008 and with heating system and roof replacements dating from the mid 1990’s. No mention is made anywhere of the status of the home’s previous 2nd kitchen, 2nd entrance or other typical 2 family home elements.
Rye City records indicate the owners of the home are Douglas H. and Carrie French, who purchased it in November of 1992.

I do not think supporting teachers as public employees is such a bad thing but Mrs. Keith has been very critical of Judy Myers on the issue of county employees paying for their health care. A contribution to health care when the salary stays the same is a pay cut. Many public employees are not overpaid at all. If you make 50 thousand dollars and you are asked to pay 3 thousand dollars for your faimly coverage that is difficlut to come up with.
I don't understand why Mrs keith was on side of the teachers union in Rye when they fought paying more for their health benfits but she is now going after us. People who wear uniforms are sometimes highly paid, but they risk their lives. I am not highly paid. I certainly cannot afford to live in Rye like Mrs. Keith.
And if she is such a marketing wonder why is she campaigning all day and night here in Mamaroneck? Who is running her company and watching her children? Something about her is veryt phony. What is the name of her company? I think she should release her tax returns.
